What "experimental amateur-built" means
An amateur-built aircraft is one "the major portion of which has been fabricated and assembled by persons who undertook the construction project solely for their own education or recreation" (14 CFR 21.191(g)). EAA explains the "major portion" as at least 51 percent of the tasks needed to make the aircraft airworthy (EAA).
Who can inspect it after you buy
The repairman certificate for an experimental aircraft goes only to its primary builder (14 CFR 65.104), and EAA notes that "FAA-issued repairman certificates are not transferable" (EAA). Since the MOSAIC rule, a later owner can do the yearly condition inspection with a light-sport repairman inspection rating, or hire an A&P mechanic (final rule).
What to check before you buy a homebuilt
- The builder's log and build photos, and the airframe, engine and propeller logbooks.
- The airworthiness certificate and operating limitations that came with it.
- The date and signer of the last condition inspection.
- The engine and propeller actually installed, against what the logs say: homebuilts vary a lot within one model.
- A pre-buy by a mechanic who knows the type.
